The centered composition works well here, but I have to agree with Millink - cropping top and bottom could be interesting. And I have to agree that the overexposure on the water is too strong - but except to that, it's a great photo.
I really like the mix of strong red, green and white lights.

Impact/impression:

Strong

Pros:

A good atmosphere (very peaceful and 'nightish')
Good colours (especially the green)
Good shutterspeed (bushes look very soft)

Cons:

Overexposure (very distracting, especially the lower part + the streetpoles)
Try a tighter crop on top and bottom (18x10 proportions)
Position (might wanna try a lower, or more centered position)

Overall opinion/feedback:

A good idea, the execution lacks quality. Simple things like exposure time can be corrected easily on your camera. Try to play around with the composition some more.
